Heavy vehicles pay an annual federal excise tax for use of the public highways. Form 2290 must be filed at the beginning of the tax year and payments of this tax must also be made at the beginning of the Heavy Highway Vehicle Use Tax year. Definition of a Heavy Vehicle Heavy vehicles that use public highways must also pay a yearly federal tax. The IRS defines heavy vehicles as trucks, trailers and buses with a gross vehicle weight of 55,000 pounds or more. Gross Vehicle Weight includes the total weight of a loaded truck in addition to any trailer it might be pulling. When to File Form 2290 IRS Form 2290 is used to pay the Heavy Highway Use Tax . HVUT is one of the important taxes filed by every trucker and trucking company across United States every year. As the month of July is just four days away, the biggest question on everyone’s mind in trucking business is when is the Annual Tax Form 2290 to be filed. Though everyone in Trucking Business know the annual renewal of Tax Form 2290 is due in the month of July and August every year, there is a big confusion that prevails in Every Trucking Brain this year. The reason behind this confusion is that, there was a brief delay in IRS accepting the Tax Form 2290's last year (2011-2012). This happened because the Congress did not make up their minds till October in passing the Transportation Bill. Finally the decision was made in the month of October 2011 by the Congress and the Transportation Bill was passed rather it was renewed for one more year. There are three methods to pay the tax: 1. Electronic funds withdrawal (Direct Debit). 2. Electronic Federal Tax Payment System (EFTPS). 3. Check or money order . How To Make Your Payment : Electronic funds withdrawal (Direct Debit):   If you are  filing Form 2290 electronically , you can authorize a direct  debit to make your payment. You will be providing your bank account information like your Bank Name, Account Type, Account Number and Routing Transit Number along with your filing. The funds will be automatically debited  from your Bank Account b the IRS . EFTPS :   Using EFTPS is voluntary, but you must enroll in  EFTPS before you can use it. To get more information or to  enroll in EFTPS , visit the EFTPS website at www.eftps.gov or  call 1-800-555-4477 (24 hours a day, 7 days a week).This way one has to log on to  www.eftps.gov  website and schedule a payment to the IRS before the due date. Differences between the Paper and Electronic Filing Processes: Q . Are paper filed Form 2290s handled any differently than those e-filed?   A . Yes, there are differences in the processing of paper returns verses electronically filed returns. Paper returns are processed manually. If a paper return is filed containing duplicate vehicle identification numbers (VINs), manual procedures are done to identify and correct the error. Paper returns can be filed multiple times and are generally accepted. Paper filers will receive a hard copy stamped Schedule-1. Electronically filed returns can be submitted more than once. However, if the second return is filed for the same EIN and tax period, listing the same VIN number and category shown in the first position of the Schedule1, it will be rejected.  This is to ensure taxes are only paid once on each vehicle. DUE DATES : Form 2290 which is also known as Heavy Highway Vehicle Use Tax Form is an excise tax. This tax is levied on heavy highway vehicles with a gross weight of 55,000 lbs and more, and is used on public highways. Internal revenue system has framed certain rules for filing tax form 2290. Thus the form should be filed accordingly. • Due dates for filing Form 2290 :  Form 2290 must be filed for each month when a taxable vehicle is first used on public highways during the upcomming period. The upcomming tax year begins July 1 2012 and ends June 30 2013. The Heavy Vehicle Use Tax (HVUT) Form 2290 must be filed by the last day of the month following the month of first use. The filing rules apply whether you are paying the tax or reporting suspension of the tax. • Vehicles used or acquired after July :  In case you acquire a vehicle and use it on the public highways in any month other than July, you are liable for the tax for the prorated tax period. As per the IRS Form2290 recent Draft Version update for Tax period July 2012-June2013 , the due date is restored to its customary date (the last day of the month following the month of first use), unlike prior Tax Period July 2011-June 2012 where the due date for Form 2290 was temporarily changed for July, August, September and October. This means your HVUT is due on the normal date of August 31, 2012 for vehicles first used in July 2012. When to File : Form 2290 must be filed for the month the taxable vehicle is first used on public highways during the current period. The current period begins July 1, 2012, and ends June 30, 2013. Form 2290 must be filed by the last day of the month following the month of first use. If you first use multiple vehicles in more than one month, then a separate Form 2290 must be filed for each month.
